Sheelagh is an Associate in Pinsent Masons’ London office, specialising in the planning and consenting of major infrastructure projects as part of a UK-wide Planning, Environment, Energy and Infrastructure team.
Following an extended secondment embedded into the Heathrow Expansion Project, Sheelagh is a lead member of the Pinsent Masons team supporting Heathrow in its application for a Development Consent Order (DCO) for a third runway, and its airspace change consent applications for a number of proposed airspace changes at the airport. This award winning work has seen Pinsent Masons recognised as Energy & Infrastructure Team of the Year at the British Legal Awards and Legal Business Awards in 2019. Sheelagh has particular expertise in air quality; the UK and European legal framework for the development of aviation noise mitigation; changes to airspace and operational procedures; and community engagement. Sheelagh was also involved in successfully defending legal challenges against the planned runway extension at London Ashford Airport, and also advises developers of other major schemes where they interact with the matters of aviation law and policy.
Outside of aviation, Sheelagh has experience advising on the planning and consenting of a wide range of infrastructure schemes, including work on the Silvertown Tunnel (winning The Lawyer Awards 2019’s Energy and Infrastructure Projects Team of the Year accolade) and Northern Line Extension projects for TfL, the A14 DCO for Highways England and a number of petitions against the HS2 Hybrid Bill for for major local authorities and landowners. She supports a range of clients on matters of consultation and engagement (including community, statutory consultees, local authorities, land owners and statutory undertakers), environmental impact assessment and issues of public law. Sheelagh also advises in relation to the compulsory acquisition of land and the drafting of agreements with affected third parties.
