Robert has been at the Office of Rail and Road since 2015, with responsibility for policy and strategic projects that can change ORR’s approach to regulation. He recently led the development of ORR’s 2019 policy on ‘Holding Network Rail to Account’, and was closely involved in the 2018 Periodic Review of Network Rail.
Prior to joining ORR, Robert was at the National Audit Office for nine years. He led value for money studies, reporting to Parliament on topics including transport spending reviews, infrastructure guarantees and the Thames Tideway Tunnel.
Robert’s background is as an economist, and he has held positions in the civil service and internationally as an Overseas Development Institute fellow.
