Stuart is widely acknowledged by Parliament, the National Assembly, Government and industry as one of Wales’ and UK’s leading experts in transport economics and policy. In his 42-year career spanning government both national & local, the private sector and academic roles he has given evidence and produced reports for the National Assembly for Wales, the Welsh Government, the Silk Commission, House of Commons, 10 Downing Street Policy Unit, European Commission, and the FSB. Recently, he has conducted research and had an advisory role for projects including integrated transport policy in Wales, rural and urban public transport, HS3 and Cardiff Airport, the M4 alternative capacity requirement, South Wales Main Line electrification and active travel.
