Paul’s career in local government started in the 70’s, initially a conveyancing and litigation lawyer with Surrey County Council, switching to planning law whilst with Kensington and Chelsea, building on that experience at Reigate and Banstead, before moving to Runnymede where he was responsible for planning legal advice on a broad spectrum of planning and highways issues in addition to s106, enforcement, planning appeals and undertaking a variety of planning litigation.

Paul joined Surrey County Council in 2009 and whilst his initial role was responsibility for the coordination and monitoring of development agreements across the eleven local planning authorities, with the advent of CIL the responsibility was extended to working with those authorities as they moved to the adoption of CIL, at the same time influencing the change to internal working practices during the transition to CIL, whilst continuing to support the s106 negotiation process in those areas who had yet to adopt.
