Lucy is Director of the National Infrastructure & Environmental Planning team at Barton Willmore. She advises on environmental, socio-economic, health and sustainability issues for major development at the plan and project levels. Her career spans engineering/environmental consultancy and environmental planning in the UK and internationally. Lucy is advising clients of the climate mitigation and adaptation issues relating to various developments, including the challenges and opportunities relating to climate change emergency and NetZero policies.  

Career highlights include a complex Environmental Impact Assessment (EIA) for high powered engine testing at Norwich Airport, advising on Sustainability Appraisal (SA) issues for various tiers of plan to facilitate the Welborne Garden Village for 6,000 homes, 1m sq.m of commercial use and a new motorway junction in Hampshire and the extension of the Tate Modern in London. Lucy worked with the Applicant and PINS to scope the EIA for a proposed rail freight interchange in Derbyshire (an NSIP) and is currently providing advice to clients around amending DCOs. International experience includes an iron ore mine in northern Sweden and various oil and gas projects for BP.

Lucy is a Chartered Environmentalist, Full Member of IEMA, Registered EIA Practitioner and Associate of the RTPI. Current interests include proportionate EIA, health and climate change and she has presented or arranged industry events on these topics. Lucy was on the steering group for IEMA’s Global Environmental and Social Assessment (GESA) group and is on the IEMA working group exploring digital EIA.
