Founder and Director of Fothergill Training & Consulting Ltd (FothergillTC), a private consultancy focused on resolving complex sustainability challenges through enhancing the capabilities of individuals and institutions, through training, coaching, tool / standard development and the creation and implementation of strategies.
Josh is an internationally recognized expert in Impact Assessment (IA), recently working with both the World Bank and European Bank of Reconstruction and Development on environmental and social standards capacity building. He has recently been contracted by Department for Infrastructure in Northern Ireland to lead a two-year capacity building program around IA and environmental governance across all 11 councils.
In 2018, Josh was independently selected as the expert EIA trainer of choice by three of the UK’s leading professional and trade bodies:
- the Royal Town Planning Institute (RTPI);
- Institute of Environmental Management and Assessment (IEMA); and
- Environmental Analyst – Development & Infrastructure
Josh led the direction of UK IA practice for a decade (‘08-17) as Policy Lead for the Institute of Environmental Management & Assessment (IEMA). During this he worked alongside the European Commission and UK Government on amendments to the EU EIA Directive and its transposition, co-authored over a dozen guides and advice notes and developed the internationally award-winning Environmental Impact Assessment (EIA) Quality Mark scheme. Josh also acted as IEMA’s Head of Professional Standards (‘15-16) for its 15,000 environment and sustainability professionals and had responsibility for policy direction on the circular economy and the skills needs of a sustainable economy (’12-17).
Josh is a Fellow of the IEMA and a Chartered Environmentalist (CEnv). He holds a BSc in Geography from University of Durham and an MSc from the University of East Anglia in EIA, Auditing and Environmental Management Systems.
