Biography

Graham Cross, HSRL’s Chief Executive, is responsible for turning the vision for a southern rail link to Heathrow into reality. Graham has 20 years’ experience of developing and improving railways in both the public and private sectors. When Business Development Director at Chiltern Railways from 2008 to 2016, Graham masterminded the development, business case, financing, consenting, contracting, delivery and introduction of Chiltern’s new rail service to Oxford, which included a new stretch of railway at Bicester, the upgrade of 10 miles of dilapidated railway, and two new stations at Bicester Village and Oxford Parkway. As a result of this scheme Chiltern Railways is today the fastest growing rail franchise in the UK. 

Earlier in his career Graham worked at the Office of Passenger Rail Franchising and the Strategic Rail Authority, procuring rail improvements on behalf of government, and managing and negotiating Franchise Agreement contracts with private sector companies. He was instrumental in gaining the government guarantee which facilitated the operation of the Heathrow Connect local train service.

Graham started his career as a Railtrack Graduate Trainee, and has a degree in Geography from Oxford University.
