Francis advises on a variety of matters in relation to planning, government affairs and public law, particularly in the delivery and operation of major infrastructure across the UK.
He advises the public and private sector on the powers and correct procedure of public authorities, judicial review / administrative challenge and correct consultation. In Parliament he has drafted legislation and briefed peers and MPs in relation to private members Bills or amendments to Government Bills as well as depositing petitions opposing hybrid Bills.
Francis deals with all manner of consenting across a variety of infrastructure types including ports, roads, tramways, cable cars, guided rapid transit and rail. That involves environmental assessment, the conduct of local public inquiries, objector management and commercial and property matters (including asset protection). He advises on commercial contracts necessary for successful implementation of transport schemes, including regulatory exemptions, ticketing schemes, quality partnership schemes, regulated charges, privatisation and competition.
