David joined HS2 Ltd in July 2015 as Project Director responsible the civil engineering infrastructure delivery of the line between Long Itchington Wood Green Tunnel and Delta Junction / Birmingham Spur (Sector N1). Upon joining HS2, he was quickly seconded internally to lead delivery of the Main Works Civils Contract package for all HS2 Phase One infrastructure. Following a successful delivery of the Invitation to Tender and receipt of bids, David returned to his substantive role in order to deliver against this contract.
David was previously the Divisional Director at Highways England for all major projects in the Midlands and the South-West of England, with a portfolio of schemes at around £1bn and an annual capital expenditure of up to £370m. Most notably, David was also responsible for delivering Active Traffic Management on England’s motorway network and piloting use of the hard shoulder as a running lane. He was entirely responsible for the strategic direction, technical leadership and project management of first of these and Managed Motorway schemes, taking them from inception of the concept in 2001 through development, construction and into successful operation and maintainence. The principles and approaches David and his teams developed have now been widely adopted both in the UK and internationally, despite widespread initial opposition on the grounds of safety concerns about use of the hard shoulder.
With well over 30years in the construction industry, David is a Chartered Engineer and Member of the Institution of Civil Engineers and Chartered Institution of Highways and Transportation.
