Alister is a Board Director of LDA Design responsible for infrastructure and major projects and has a substantial track record in the delivery of and support to large scale projects including NSIPs. His experience in DCO’s extends from design development, consultation, EIA, to hearing and requirements discharge. He led the consultant team for the first approved NSIP: Rookery South RRF, including EIA and design coordination and attendance at the Special Parliamentary Procedures. Alister acted as lead consultant and project advisor for the Swansea Bay Tidal Lagoon, which received its DCO in June 2015. LDA also acted as masterplanners, undertook EIA peer review, provided support to consultation and were responsible for delivery of the DCO application design, Works and Orders packages. LDA Design is acting as masterplan guardian and design advisor during design development and is also advising TLP on the masterplan for Cardiff Lagoon.

Alister lead peer review of Hinkley Point C for EDF and is leading LDA’s work for Sizewell C including masterplanning, landscape, amenity and recreation matters. LDA Design also provided substantial support to the Stage 2 consultation documentation.

Alister has extensive experience in delivery of commercial development and led proposals for expansion of Oxford taking the site through DPD hearings, Green Belt review and driving infrastructure delivery to unlock the development. He has advised on the north east expansion of Birmingham and is presently leading a study exploring the forward growth strategy for Oxford.

Alister believes in an integrated and interdisciplinary ‘whole project’ approach that smooths delivery, de-risks projects and builds a strong team culture. His role ranges from project leadership, strategic client advice, identification of project vision and project principles, masterplanning, EIA coordination and consultation strategy/narrative. He has appeared as an expert witness at public inquiries and hearings working with leading counsel. Alister’s infrastructure projects have secured a number of awards and he has a strong track record of securing approval of projects through the planning system.

Alister was lead author of IEMA Practitioner Guidance ‘Quality Design’, on design development and the EIA process and is a regular speaker on the DCO process. He sits on the HS2 Design Review Panel and Design Commission for Wales.
